I can only imagine that it's those yellow row houses you're talking about (not that you're able to see them to confirm) because they're actually props. In theory they should be included in the content pack, so the best advice I can give to you is to follow whatever procedures the internet...

I think that's why it's important to distinguish whether this iteration's world is parallel to the last one or not, because we might have awkward double occurrences of characters and etc. Having a slightly conjoined narrative has a lot of cool potential, but that's pretty much impossible to do...
While I know that we aren't allowing characters from previous iterations this time around, are we still writing in a parallel timeline to last iteration? Given that it's almost a whole continent and a whole decade away, I don't see how it would hurt the narrative to say that they're parallel.

This is exactly what I mean. I find that taking time to read a good book can inspire more creative energy. And I mean like really dig into it, think about the themes and characterization and etc that the author is using. It'll inspire you to come up with something fun to do.
Don't force it? If you're having trouble thinking of anything to do or finding a reason to do it, then just don't.
I only get on to RP when I've actually come up with a cool idea that I want to execute.
Just take a break until something comes to you, or doesn't.
