Yeah, I fixed it, it turned out you really just needed to download a "steam.dll" file and replace your broken one with it, then wait for steam to update, the error hasn't happened since.

You know you could have just backed up all of your steam files and folders and redownloaded Steam, then moved your folders back in. Much safer. :/

You could just have DELETED all files except Steam.exe and wait for Steam to download them from Valve's servers.

This error only happens with pirated versions of GMod or Steam. And hey, thanks for sharing your Steam profile page with us. According to Google though, rebooting seems to "fix" this "problem".

I think it's just that Europe isn't used to having Chinese computers on their networks so they assume you're a hacker and have everything pirated. TOTALLY KIDDING.

I've had this problem so many times in the past. Deleting "ClientRegistry.blob" usually fixes this problem.
