Weird Gamemode Error

Alright, so let me say right off the bat that this started directly after the newest Gmod update & megapack update. I've updated both of those, and the problem is still persisting.

Every time I join TRP, the interface and everything will be like as if I'm joining a sandbox game. I can hit tab, and it'll show all the players on, but with their ooc names. I can't type anything, and I can't move.

in options>multiplayer the bottom right will show stuff about custom DLs
do you have it set so it won't download any custom content?
if so change it to download any custom content
this might fix it

try deleting your luas cache
