I'm not smart with computers at all. That's part of the reason I haven't upgraded it. Recently I've been watching some videos and I realised I don't need to buy a new pc just to do what I want (Play ARMA 2, etcetera). My Computer is a piece of shit.

I want to add this:

And maybe a.. I don't know.. 450-700 Watt Power Supply with these specs:

HP Pavilion m9402f
AMD Phenom(tm) 9650 Quad-Core Processor (4 CPU's), ~2.3 GHz
7038 MB RAM
DirectX 11
NVIDIA GeForce 6150 SE nForce 430 (Obviously I plan to upgrade)

Will this be sufficient enough to play ArmA 2 and a few other modernish games decently?
I'm not looking for "wow your pc sucks!!" or any other irrelevant comments.
I'm also fully aware I sound stupid, it's 7 am and I've yet to sleep.

I would suggest opening your budget up just a little. That card will work, but just knock out a couple more bucks for something slightly higher end. A GTS 450 would cover you for such games, and is a reasonably solid card.

Slap that in with a 550w power supply, and you should be golden. I'll recommend a nice, modular one for you.

You can cheap out a bit more on the PSU if you're really low on budget, but try to keep to a solid brand name, and I wouldn't recommend under 450w.

This is me at 4:38 without sleep, so I'm not exactly making a huge post. This will do you good for cheap, though.

I'm honestly trying to go pretty cheap, which is why I was going to get that card.. I was told it would do fine but I just wanted clarification. I would love to go higher end but the problem is I don't have a job at the moment and until I do I can't really spend all that much, so I'm trying to go pretty bare essentials here. There's no estimation on when I'll get a job, hopefully that'll be soon.

The card will work for games like Arma, it's just not exactly the best card to toss money at. If you have to go cheap, though, then by all means go for it.
