Since I have returned to College I tried to connect to both steam and TS with no luck. I can connect to the internet obviously, and I can login to steam in offline mode but not online. Clearly I am unaware why, and I was able to connect last year at the same college I am in right now.

As a side effect I am unable to come off LOA beyond the forums till this is handled.

Any other internet problems? Sluggishness? If so, maybe your upload speed is fucked up. Do a test and return what it gives you, because you can still watch videos, access websites and etc. with a good download speed, but a crippled upload speed.

Likeliest answer though is that something in the networking is being wonky, in which case the problem can be in your household or in your ISP.

It's most probably the router (internet provider) itself.
Same happend to me; I could use internet on my phone, and managed to use Google on my laptop, but no Steam/TS; net service came and fixed it so it works now.

I did some tests on different websites, the results are a bit scattered I think but here they are. I can't really do anything to the router or something because this is college wifi. Nothing unusual about it's slowness it is actually pretty decent internet.

Deffo not an upload speed problem. It's your networking.

Unfortunately, schools does have disastrous firewalls to block you from using certain programs that'll affect your performance within school. So of course, it could be a firewall in your school network (probably sonicwall. pain in the butt!)

This is most likely the case.

Pretty much what randy said. Although there are ways to go around these damned programs, thing is I just have knowledge using them through phones. If you do some digging around though I'm sure you'll find something that could help. But I've never heard of a college limiting things students can do on their devices, unless your school is strict af lol.

Well I was able to use both Teamspeak and Steam the previous year as some of you may know. I'll do what I can to look at firewalls but I am unsure of how to get around them if they did put them up.

Try a VPN. Probably hard to find.
