Server connection Issue

Alright, so, I'll join the server, get to the grammar test, then about three seconds later it kicks me off and says "Connecting to Server" goes on like that for about 25-30 seconds, then kicks me saying "Connection failed after 4 retries" I've restarted my game, checked to make sure I had all the content downloaded, restarted steam, and restarted my computer.

And please note it only does this on the "Outer City" server.
