I'd much rather see Taco Script make a return so we can do away with CC and maybe get things more serious. If not all the way, then maybe just a bit more?
The original CC server worked (not the off-brand one). It was an RPG-esque RP server, but was still serious. It didn't use any custom content other than the maps, so there was no "I need a workbench" kind of stuff.
There were no Rex Lee-esque shootouts, especially not in the city. The "Combine vs Rebels" kind of thing was about territory. They had active threads on their forums that would be edited often to show who was in control of what territory. The barn on the canals was the point of interest, since it was basically the center of the community (three servers, canals was the middle server, the barn was the center of the map).
It doesn't work on TnB because everybody here wants something different. On CombineControl everyone wanted the same and it was very organized and set up properly.
Dave didn't want this iteration to be as serious. The majority of veteran TnBers did, so they treat it as such. The gamemode, however, isn't necessarily optimized for passive roleplay with a shit ton of custom content like tacoscript was. With the introduction of stats and other RPG elements, it's become more of an RPG than a roleplay server (which is kind of ironic considering the RP in RPG stands for 'roleplay'). S2K is the default now, while S2M was before. With S2K as the default, all it takes is to run into battle and fire your weapon. S2M required a lot more effort, which required a lot more planning and setting up. S2K is a lot more convenient than S2M, so it happens a lot more frequently. Not to mention it has a lot more rewards, and for some people, it's more fun than passive RP.
TL;DR TnB is an unorganized mess and nobody wants to same thing which is why the resistance is garbage and the city server is essentially "tutorial island" for anyone who isn't CCA, CA, ULC, SMU, etc.
