“Hey, it’s Lucas. I’ve been hearing about a city north of Moscow that’s still under Combine control. At first I thought it was just rumors and gossip some low-lifes made up to entertain themselves while on patrol, but then I started seeing the photos. Scouts are bringing back images of what looks like a massive fortification in the Bay of Finland past Koltin island. Nothing comes in or out, so it seems like whatever they have going on is self-sustaining.
I thought the worst was behind us, that we had all cleaned up the Combine mess back in that mountain bunker. But I'm afraid we have one last bit of garbage to take out. I’m assembling a team. If you’ve been sent this message then consider it an invitation to join. Gather whoever is willing and able to join you and meet us at the coordinates i’ve attached by new years. I can’t just sit on my ass and let those still loyal to the Combine plot and plan out of sight behind those walls. We can not let all those who have sacrificed themselves for the future of our species be in vain.

Welcome to City 45 RR: Winter Offensive. This RR takes place an unspecified number of years after the events of City 17 PHL2, and will follow a team of now veteran resistance fighters as they march north to liberate what is assumed to be one of the last Combine controlled cities: St. Petersburg, Russia. While the world around it has been liberated from Combine rule, the walls placed around City 45 have made it an impregnable city-sized prison that makes Nova Prospekt look like a timeout corner. A hermit kingdom under the rule of a dead King.
Nothing ever comes in or out of City 45, so supplies will be limited. This is HL2RP on hardcore mode, and I hope players will be willing to get creative and be up for the challenge. Duration is 2 weeks.
