PC Issues!

Hey. I've had my graphics card and other stuff for a few months now, and I've decided I think that my stuff isn't properly working, so, I need some help. Whenever I play games, for example War of the Roses, I get a lower FPS than I think I should be getting. How do I fully optimize my stuff to make it better and great-running and other shenanigans?
