Looking for a certain sort of Gmod tool

Not sure if this is the right place, but here we go.

So does there exist a material tool that allows me to mess with the orientation and overlay of the material on the prop? For example, this screenshot here:

As you can see, the IJA ensign is stretched awkwardly twice over on the PHX prop. Is there a tool that would allow me to just place it once aligned in the center?

Unfortunately due to the nature of Valve textures I don't think it's possible. If you're looking to stretch the material out so it fills an entire prop realistically like a flag, use one of the single PHX props, then stretch the prop out with the resizer tool. This will also stretch out the decal.
