What would you like to see improved: I want his business license revoked, I want my money back (with interest), and I want more admins because when I /a'd for help no one responded.

His business license isn't going to be revoked, nor are you getting money back with interest, but I'll add him to the ban list so that when (and if) he comes back, I can have a conversation with him.

Also, if you're really that irked about 30 credits, I can give you 30 of my own credits. Jesus.

To be fair devs consciously tried to make credits a valuable thing, and they succeeded. On my citizen character I'm constantly starving and barely keeping up with nutrition, so using OOC methods to scam someone out of credits should be punished accordingly.

Using game mechanics to con a player out of money needs to be an OOC offence if you're unwilling to allow them to roleplay getting their money back. There exists no game mechanic to take money or items forcefully for a player so it's unreasonable to expect this kind of shit to fly.

At the very least I'll instruct units to handle people like this ICly if you report them in-character. I don't imagine the Combine would tolerate thievery.

Is this not technically disconnecting to avoid RP? Sure, he timed out. That was uncontrollable. But he didn't come back to roleplay afterwards. He stayed off while actively engaged in transaction. This would warrant it in any other case, surely?

Then he goes on to try settle an IC matter he avoided over LOOC...

I know it'd been nearly a month since the post was made, but I happened to be leafing through and noticed it wasn't addressed. I added him to the ban list and if he wants to come back, he'll have to apologize to you in his unban (or at least admit he did wrong in a ban appeal).
