How do I force dynamic shadows?

I have a reasonably good laptop, but despite running at maximum detail for most things, the highest I'm allowed to set my shadow settings are is medium. Additionally, I can't cast dynamic shadows with the lamp tool: when I do, all that's visible is the model's default shadow right at their feet.

I tried setting it to -dxlevel 95 in launch options, but it immediately reverted to DirectX 7.0 the moment I loaded up a map.

How do I fix this?
 
My specs, by the way:
Dell Inspiron 5520, Windows 7
i5-3210M Quad-Core CPU, 2.5GHz,
8GB of RAM.
It seems like I technically have DX11 but I don't think Garry's Mod supports that yet.

I'd like to think this is a pretty good computer, so buying a new one really isn't an option.
 
does your laptop have an integrated gpu
aka intel brand

you could simply be out of luck because of your card not supporting dx8/9(itd have to be pretty damn old)

It's an integrated chipset, yeah (my card is an Intel HD4000), but it wouldn't make a whole lot of sense since I currently run GMod on DX9 mode anyway, it's just that I can't call up dynamic shadows despite being able to do literally everything else.
