How do I become a Vortigaunt/Cp if the applications are closed?

As you can see, hostility is a big thing here.
But, if you've read the threads, it gives you a format. Once the applications open (notified by a post in that relevant thread or a change in the title usually), you can get to work on filling out that format and creating your application.
Or, you can fill it out before, and post it once apps are going, similar thing.
All in all, watch for them to open. E.G. Civil Protection applications will open when the corresponding thread title is changed to "OPEN", where as I believe it's the same for vortigaunts (I don't keep up with them much anymore).

Basically what everyone said.
The applications go in cycles. Recruits are brought in and inducted. If they don't find a squad, they're removed, and a new cycle comes in to replace them, etc.
I'm not sure how long the apps remain open or when they open, I suppose that's more case-by-case, so if one of the High Command units want to edit my post or post after me feel free to clarify.
