I've been dealing with this for the past couple days, including two complete reinstalls, addon wipes, validating the cache, etc.

It's only gmod that does this, no other program or game has this same issue, and I'm pretty damn confused and can't figure out what the issue is.

please help

It's a bug with the engine. Niether you nor us can fix it.

It's highly unlikely that a Lua addon is creating the issue.

Memory leaks can be a pain in the ass to trace back to an issue. You've done everything I would've done so far.

Does it crash or just slug the fuck out of the game.

It hovers at about where the image I posted shows, slows down a lot and eventually crashes. I haven't ran it until it crashed.

However I think I just resolved it via switching to another beta and then going back to the x64 bit thing I'm running it at. Didn't think that'd actually work.

You're running the 64 bit version?

At some point gmod decided it can't find itself when I try to run the normal version, running the 64 bit seemed to fix that issue. That was months ago.
