Since I'm tired of people complaining about it here's how to deal with it and how you prevent it happening in the first place

Dealing with it:

1. Restart your game to make sure it's not just waiting to download an update
2. Unsubscribe from whatever addon isn't working properly
3. Run menu_cleanupgmas in your console
4. Restart gmod
5. Resubscribe to the addon
6. Wait for the addon to finish downloading
7. Reconnect to the server

As for avoiding this problem in the first place: DON'T CONNECT TO THE SERVER VIA THE STEAM SERVER BROWSER. What's happening is that your game launches and immediately tries to connect to the server, resulting in it not having enough time to properly download any addons that have been updated. Instead just start gmod like normal and wait until you're certain there's no downloads running before connecting through the in-game server browser
