Years before the events of the Courier, Las Vegas was contested by wastelanders slowly picking through a city spared from most of the atomic fallout but left to neglect. They paved their way from the south, drawn by the central road leading past glamorous buildings. For generations, wastelanders have been chipping away at its defenses through trial and violent error. The better part of Fremont Street has become their base of operations, where various factions conduct business with both the outside world and each other, thanks to the singular road they originally paved into the city for brahmin caravans. Progress has been made further into the Strip with makeshift structures built for future plans to seize the casinos, but for now, they remain stuck, as the doors to each casino still resist their prybars and explosives.
On one of those nights, as they plan their next day's attempts, street lights along the Strip begin to flicker to life, though some only emit sparks. Swing music starts blaring from the functional speakers. One by one, the stairs to the Lucky 38 light up, with a slight delay between each step, leading toward the gate. The Lucky 38 sign shines brightly, momentarily blinding the crowd, as the rest of the casino lights up, serving as a beacon across the Mojave Desert once more.
Overview
I propose an RR set within the Fallout: New Vegas setting seven years before the events of the game, when Mr. House discovered the NCR at Hoover Dam, decided to come out of hiding, take control of Las Vegas once more, and recruit three groups that had settled in the ruins of Las Vegas. In this version, Mr. House will open negotiations with the factions on the server and decide by the end of the weekend which three factions will help him build New Vegas and run the three prominent casinos, with him serving as the executive chairman over The Strip.
The server would start with the reveal of Mr. House, and the factions and Mr House's attempt in taking over the strip once more, pushing the factions back to Fremont Street to open negotiations. I've gone back and forth trying to figure out if I'd keep this part hidden and try sell an attempt at simply playing in Vegas for the weekend and then spring this on the playerbase but I honestly think it's better to be up-front so people for the sake of organisation. I'm looking to create real conflict amongst the playerbase with a harsh but fair rolling system to resolve conflicts and the means to quickly get back into the game.
The RR would be organized to run from a Friday to Sunday evening, with the possibility of running future Fallout content, like a Vault Dweller scenario.
Core Content
I want to be upfront with people so they know what they’re getting into and the level of organization required to pull this off. Mr. House is only recruiting three groups, so it's up to the player base to decide how they want to deal with the competition and secure a place by Mr. House's side. How these negotiations will take place with Mr. House will become apparent on the server.
Players are encouraged to participate with original Fallout factions or homebrew content. No major factions like NCR/Legion/Brotherhood are allowed, and small groups of around five players are recommended to start with. Groups can recruit more players as time goes on. Each group will be given a means to generate caps. For example, a group of Fiends can generate chems. If your character dies, you can't re-join your previous group, but you can be recruited by other factions on the server or create a new group entirely.
Players can also play unaffiliated characters who are in Las Vegas for their own reasons and find themselves caught in the middle of the action. This allows players to create their own stories and indulge in wasteland luxuries. If you've always wanted to bring a specific character to life within the Fallout universe, this is the place. You can focus entirely on your goals, become affiliated with factions, or do both—the options are yours. These characters are meant to highlight the world outside of Las Vegas and the stories of the wasteland.
Ruins of Las Vegas
Mr. House will push the communities back to Fremont Street, where players will regroup and figure out their next steps. Once again, I want to be transparent for the sake of organization, so people can plan ahead and set up content in advance to avoid unnecessary downtime.
We’ll be playing in Freeside before it was known by that name, simply referred to as Fremont Street or a variation created by the player base. The map will be 'rp_mojave' a solid recreation of the game that should suit our needs. I encourage people to check it out. I aim to use Freeside and its surrounding area as the outskirts and create barriers to keep the focus on the city. The outskirts will act as a neutral zone, keeping things manageable. If the server grows or we see a surge in player numbers, I'd be happy to expand the playable area.
Alongside this, I want to create explorable Las Vegas ruins using disused parts of the map for players to explore and contest. Factions will be able to invest in scouting efforts to discover new ruins—whether it’s a single large building or a few blocks of ruins. These events will happen randomly during the weekend, with information distributed according to how much caps or resources a faction has invested.
Experimental Rules
I want this event to foster real conflict, and to facilitate that, I propose adopting a roll system for combat. Here are the proposed rules:
- All roleplayed deaths are PKs.
Roll a d20 to attack and resist attacks. To attack, the attacker must have their weapon unholstered, emote their attack, roll, and beat the defender's roll to deal damage, while being within yelling range. If the target is typing an emote when you find them, their emote resolves first, and then you can act. Players have ten seconds to write out their emotes. If something feels unfair, contact staff.
- Sniper shots will be handled case-by-case by the staff.
- Characters take injury levels as they lose rolls. How many injury levels you can take depends on the armour your wearing.
- Armor levels: No armor = 1 Injury, Regular armor = 2 Injuries, Riot gear and power armor = 3 Injuries. If you would take an injury level but it exceeds your armor level you die.
Special conditions:
- A natural 20 to hit auto-kills unless the target resists with a natural 20 of their own (Wild Wasteland trait activated).
- A natural 20 to resist auto-misses the attack and allows the defender to unholster their firearm (if holstered) or take a free, contested shot if the firearm was already unholstered.
- A natural 1 to hit causes a firearm malfunction, requiring a full turn to fix.
- A natural 1 to resist results in auto-death.
- Encounters can be resolved by S2K if all parties agree or majority vote in-cases of large groups. Death=PK.
- Stimpacks heal an injury level, Super Stimpacks heal two, medical treatment for at least fifteen minutes by someone with a doctor's bag heals an injury level.
To add variety, new characters' starter kits will be determined by a roll of the dice. When creating a new character (typically after being killed), contact staff to set up your starter equipment using the following roll rules:
1: one item, 2-5: basic kit, 6-10: one unique item and basic kit, 11-15: three unique items and basic kit, 16-19: upgraded kit, 20: heavy armor and kit.
Staff will use your roll as a guide to creating your loadout, with some light customization allowed if it doesn’t offer a game advantage (e.g., if you want to play a cowboy, staff will give you a hat). Players are typically restricted to two characters for the sake of staff organization.

Conclusion
So, want to spend a weekend in the Fallout universe? I never liked how old Fallout servers were limited by their content and maps, but it looks like things have improved over the years. With a dedicated player base, I’m confident it could work, at least for a weekend. If we proceed, I'll set up a sign-up sheet to gauge interest and see who wants to play which factions. There may also be a need for event characters, and I welcome ideas for small-scale events. If there’s enough interest, we could even run major faction content at some point. I'll include that in the sign-up sheet.
The main reason I'm being transparent is to ensure proper organization and avoid scrambling at the last minute. I want people to go in prepared, but with outcomes still unknown. I'm open to questions and will do my best to respond quickly.
