1988:

The crime rate in the United States rises four hundred percent. The once great city of New York becomes the one maximum security prison for the entire country. A fifty-foot containment wall is erected along the New Jersey shoreline, across the Harlem River, and down along the Brooklyn shoreline. It completely surrounds Manhattan Island. All bridges and waterways are mined.

The United States Police Force, like an army, is encamped around the island. There are no guards inside the prison, only prisoners and the worlds they have made. The rules are simple: once you go in, you don't come out.

Modern technology is rare inside the city. The street lights still work somehow, some cars have been converted to steam power, and some even have guns (but small caliber guns with precious little ammunition). Generally though, the city is lit by candle and torch light, fighting is done with bats and crossbows and makeshift swords and armor. It's medieval.

1997: PRESENT DAY

Air Force One leaves for the Hartford summit. In a briefcase, handcuffed to the President, lies a diskette containing secrets that could finally bring an end to hostilities with the Soviet Union. In this briefcase lies the path to world peace. However, Air Force One never makes it rendezvous. Instead, the plane is hijacked and is crashed into the prison.

USPF Commissioner Bob Hauk has assembled a small team of hardened criminals originally bound for New York --bank robbers, fifth columnists, maladjusted WWIII veterans, spree muderers, and so on-- and gives them an offer they cannot refuse: in exchange for finding the President and returning him alive --or else returning his briefcase-- to the Hartford summit within 22 hours, and they will be granted full pardon (and the detonation charge surreptitiously planted in their necks will be disarmed).

Meanwhile, the prison's kingpins unite and rally the denizens of New York to use the President as a hostage, demanding amnesty for all prisoners.

never seen the actual movie but this sounds ridiculously badass.

Uhh hell yes holding the president hostage for prison abolition is something I could justify irl even
 
would be pretty awesome but like.......id say change the plot completely

you cant do roleplay based around a scenario where one person is a key plot character - it needs to flow without that

strip it back to the core idea and just roll with that setting

or at least maybe say....a group of maybe 8-10 people have to "escape" amongst the gangs etc so its not so focused on one person

that's why I changed things around so it's a group of people going in rather than just one guy like in the film. I avoided saying any specific numbers for a reason, but 8-10 sounds about right.
 
the only problem I could see is whoever becomes the group's leaders being the only ones to interact w/ the president (assuming we find him)
