Console writing an '' à ''

Okay, this is probably the most vague problem I've ever heard of.

I recently formatted my PC, re-installed everything, and now suddenly every time I tap the ''~'' key to bring up console, it closes again when I try to type a consonant (p,t,n,k,l, etc etc), and when I type a vowel (a,e,o,u,i, etc), it automatically adds a ''`'' on top of the letter, this also happens if I first look into my console, then close it again, and for example type into my STEAM or Skype, a ''`''' will appear in front of my sentence, and this has been starting to bother the fuck out of me recently, I couldn't find any help on Google, and I'm not really sure what else to try.

Suggestions, anyone?
 
change your keyboard language settings
 
Check if you have this -

In your Keyboards and Languages tab there should only be 2-3 languages you use. For example, for me it is English and Russian layout.
I had issues when windows added a new langauge on it's own. (most of times a virus).

If that is not the issue , check your keyboard. I would suggest doing this - (that's what I do from time to time) open and clean keys from the inside. Sometimes some small bits of... things may get stuck in there and make your keys go 'sticky'.

If you need help in finding a language panels, here's a short tip -

Click Start and then Control Panel
In Control Panel, if you are in Classic View, click on Control Panel Home (top left corner)
Open Clock, Language, and Region
Click on Regional and Language Options.
Click the Keyboards and Languages tab
 
The thing is, there's only one there, which is Dutch. I have nothing else to choose from.

Use Add and select an USA / Britain English keyboard.
 
Press Alt and Shift together (in that order) while selecting a chatable window such as Steam chat, or ingame y chat on Ts1 script. This always changes my keyboard from Swedishlayout to English.
 
I added an UK keyboard so now it looks like this:

Using the UK keyboard fixes this bug, but it messes up all my icons (like @,#,$,%,^,&,*,), these are all suddenly on different keys, and don't match up with my Dutch keyboard anymore.

Halp :(
