Console doesn't work Gmod 13

So for some reason ever since gmod 13, I can't bring my console up.
I've tried everything, it's enabled in options, I've re binded the key, got -console in launch options, +toggleconsole,con_enable 1 nothing works.
Reinstalled gmod.
Reinstalled steam.
Any ideas?

its not +toggleconsole
bind a key in the config to just toggleconsole (ps you cant bring it up in the main menu anymore nor with your esc menu open).
