"Connection failed after four retries"

I get this problem every time I try to join any Source game server. The servers don't show up in the server list, and when I try to join through friends it still doesn't work.
I get this every time, anyone know of a solution?

Check Firewall blockages, and router blockages.
Also if on a public network some schools block outgoing and incoming ports.
