Cannot switch weapons

Whenever I play SRP or HL2RP for some reason I cannot scroll to another weapon/tool. When I scroll, nothing happens. I had this problem on Severance on another server as well, and it is pretty annoying. Any solutions?

Go ingame and enter "bind mwheelup" and "bind mwheeldown" into console, then copy the results and post them here.

That was not the problem, I fixed it today by clearing out a ton of old addons that I completely forgot I had and have no use for.
