The screen projects a simple black and white recording of a scarred man sitting at an interview desk “Honestly, the three days we spent out there are a blur. A nightmarish blur but still a blur.” The man on the interview tape shudders. “I didn’t need to know what fucking alien things lurked in the shadows near the exclusion zone. I was just fine in the cities even if-” The head bowed “Even if I’m not the most loyal of person. I just want to be in a city again, never really realized what the Combined offered, you know.”
Concept
Between the cities is a dangerous place, far from even what is typically called the ‘outlands’ is fraught with danger on a scale few other than Overwatch can dream of facing. Criss crossing this is the Combine rail network, while their security is frequently good, it is not perfect and Xen offers quite a bit of nasty beings of which most citizens can hardly dream of. Train networks near the exclusion zone, such as those passing from City 113 in the south to City 107 in the north, are the most at risk. It is not uncommon for entire trains to encounter difficulties, some of them insurmountable. In these desolate places, it can take days for Overwatch reinforcements to come to ‘save the day’ of the stranded peoples.
CP (On Duty 4-5)You are a member of SERPENT, the train garrison Civil Protection squad. Your charge was to preserve civil cohesion on the train during transit but now you find yourself in a place you are utterly untrained for. This was not supposed to happen, and even though you're armed, you're not sure how you're going to make it through the first day, let alone however long it is till rescue comes. You're a long way from home. You should get authorization from CCA command to run a character.
Malignant Characters (No more than 10)You were a prisoner, this could be your big break to freedom, or perhaps redemption, if only you survive. You know however, that you won't likely survive alone out in the wilderness, let alone make it through the night. You'll need a plan if you're going to make a break for it. You might know how to use a firearm, you might be considered malignant for other reasons. But at the end of the day, you're as unarmed as the citizens. If you're lucky, you might just blend in with them too.
And here ya have it, an idea I had and have spent like an hour on but I feel like sharing it so we could mutually build this concept out. I would need ideas on what map to use, and excreta.
EDIT - This looks a lot smaller posted than it did in my word doc lol. Anyways, this is a work in progress and I feel it would be best with community engagement to build it.

For the latest batch of people being relocated from City 113 to City 107, this is just the nightmare they are now encountering. A massive Gargantua, a relic of the initial Xenian incursion had found their train and caused it to derail. In that instant, over half of the train was killed from the collision alone. The rest were left with injuries ranging from minor, to severe. Now they are trapped, alone in the deep outlands all too close to some of the worst damage to Earths natural environment. Finding themselves far too low on the food chain to be sure of anyone’s survival. With only the remainder of the trains on staff garrison to protect them, and whatever they can find and wield with their own two hands, if they are to survive, they must work together.

- We will need Xenians, and lots of them. In a normal situation, Xenians would not have PK auths short of gross negligence, but in this situation, Xenians should be a lethal threat. People will die. They should not be one shoting people, but they should be killing people.
- The train has a small security force of either a specialized CCA squad, or a special branch of Overwatch. These should survive the train crash in enough numbers to prevent a total steamroll, but not enough to make survival a breeze. Less so if they are Overwatch. These defenders should be well equipped, but ammunition is likely limited as resupply is unlikely.
- Citizens can do what they wish, but negligence will be punished, severely. Wandering off alone is a death sentence in most cases. Be it a stray antlion swarm, a headcrab, or worse things that lurk in the darkness.
- Supplies /can/ be scavenged. Basic supplies might be able to be scavenged for, ideally the map will have some settlements on it, it might be possible to scavenge supplies ranging from old canned food, basic melee weapons, and even the odd firearm and ammunition cache. But be leery, these towns are likely filled with dangers.
- It might be possible for an outlands faction to exist this deep in the nothing, but I don’t see them as needing to exist for the purpose of this roleplay.
- Survivors can be transferred to City 107, and characters potentially kept. /If/ they survive.
- The event would last 2-3 days, and end with Overwatch securing the scene, and finding the survivors.
Roles
Citizens (unlimited numbers)
You are a citizen, you either cashed in your relocation token to head to City 107 or you were chosen to go there against your will. Regardless, you were leaving City 113 and transferring to 107. You might have skills, you might be unable to fend for yourself, but regardless, you are now stranded in a place so bad the Union does not keep a nearby garrison. Your mission, is to survive.Citizens (unlimited numbers)
COTA (2 survivors)
Welcome, surviving members of the outlands division WRAITH, you were guarding this train due to the potentially dangerous malignant it was transporting to a facility outside of City 107. You had little warning of the attack, but are ready to meet it head on. The mission - Preserve asset lives (citizens) and secure the malignant to prevent the spread of their infectious intents. It is you, who will face the initial brunt of the advance of Xenian life, and you, who will have to potentially be the first on the pyre of sacrificed lives.CP (On Duty 4-5)
CP (Off Duty 4-5)
You were a transfer between cities, this will require authorization for sure from CCA command. You are unarmed, but may be more free than others to scavenge guns from the dead. Though the uniforms of the casualties wont fit you, you likely have some idea how to use a firearm. None the less, without any armor, and with Xenians closing in, your life will remain a hard one. If you are to survive, you may need to work with those of whom you had not planned to.On CEC and CIC City Transfers (5 max)
First things first, get permission from a faction lead to have a character that would be ICly joining the faction if they survive, but I see no reason why they would not be on the train too. The only caveat is - They have no equipment, but they just might have their IC skills that help them, and others, survive. If you are already in the faction, still confirm with faction heads, in case the character were to survive they would be a second character of yours in the same faction which is rare enough these days.Malignant Characters (No more than 10)
