Your Direct X Runtime is out of Date

So I keep getting an error message on only GMOD telling me that "Your Direct X Runtime is out of date. Download and install this file from microsoft." so I went out and did so but continue to get this error. Only happens on GMOD as well, other source games are fine. Anyone know a fix or also have this problem?

check your launch options and make sure you don't have any custom launch parameters like -dxlevel 9 or whatever

No parameters. I checked my computer to confirm I have Directx11

Edit: Did some janky application extensions and got it to run. If anyone has this problem pm me here or on steam and I'll send them the fix.
