SRP: Missing Content?

Hi, I recently wanted to get into SRP but even after downloading all of the content a second time, I still appear to be missing key textures and models. I had this problem before with HL2RP as well, but it appears to be different this time around as all of my content is mounted in steampipe (which is what fixed the HL2RP problem beforehand). Any help would be much appreciated.

EDIT: I have determined that it is a problem with rp_garbage itself, not the content pack as I tried loading it up in singleplayer.
