Referring to this thread, can someone who did NOT have a vortigaunt character beforehand use this application, or is this for only those who previously had a Vortigaunt character?

if you didn't have a vort character youre free to apply for a new one

The application is a standard set for anyone who wants to apply for a Vortigaunt, not specifically for those who had their old vorts removed.
