Can't select Charaters in the Outer City

When I join the Outer City map server, I am unable to select my character. When i do the city I'm fine and am able to join in with my character. I have tried to create a new character to use, but that did not fix the problem. Someone please help.

You need to find the transition in-game and switch servers.

The charater you have on the city has to be brought to the out lands via a transition point. Then your character will be on s2 and not s1.
