Anyone have a solution that does NOT involve completely re installing my Garry's Mod?!

Verify the integrity of your cache folder.

Right click Garrysmod in Steam Library
Go to Properties
Local Files
Verify Integrity of Game Cache.

Let that run, start up garrysmod, and you should be good to go.

No dice.

Any other ideas?

A few,

1. Follow those same steps, defragment it instead.
2. Delete materials folder, and load Garrysmod (note you'll have to reinstall the magapacks materials)
3. Find replacement shells on garrysmod.org

(I have a few advanced options I'm sure you'll hate.)

You can try installing custom shells to replace original skins.
