addition to this say you're leaving the city to escape the infection, with thousands of others at once and coming into the city are thousands assuming it's safer there than in bumfuck nowhere, because that's where the government/police/army are and some of them are infected already but unaware...

what happens when thousands of people drive for the hills at once and the same problem is at the other end of the road causing people to flee the way you're coming from
